HESPERIA RECREATION AND PARK DISTRICT ASSISTANT GENERAL MANAGER
(Full Time/Exempt/At-Will Position)
Definition
The Assistant General Manager, under the general direction of the General Manager, assumes overall responsibility for the direction and operation of the following areas:
• Capital Improvements Projects
• Parks and Facility Expansion and Development Projects
• Landscape Maintenance Districts and Community Facilities Districts Management
• Community Services – Facility Management
Develops, supervises, evaluates, and participates in various programs and activities related to the construction, modification, maintenance, repair, and operation of District parks, athletic fields, and related infrastructure, including landscaped areas, pool, play structures, recreation centers and related public facilities, and athletic fields; assists in the coordination and oversight of contracted grounds construction and maintenance work; performs related work as assigned.
Serves as a member of the District’s senior management team with significant involvement in overall District strategic planning and management and provides technical expertise in assigned areas. This position may serve as the General Manager in the General Manager’s absence or as so delegated.

Essential Functions
• Plan, organize, develop, direct, and administer functional and operational management, clerical support for the division, and maintenance and/or inspection programs.
• Evaluate work of contractors and take corrective action to address any performance deficiencies.
• Oversee the development of consultant requests for proposal of professional and/or construction services, advertising, and bid processes; evaluate proposals and recommend project award; administer contracts after award.
• Plan, organize, and assign the work of subordinates and contractors engaged in development and implementation of landscaping grounds, maintaining buildings and other facilities, and installing, maintaining, and removing trees.
• Participate in budget preparation and administration in all assigned areas, including estimating labor and material costs for planned work and verifying estimates supplied by contractors. Assist in the design, development, and execution of capital improvement program (CIP) projects.
• Coordinate the repair & replacement of vehicles and equipment used in parks maintenance work.
• Develop and implement goals and objectives for landscape maintenance program operations.
• Complete final inspection and review the work at completion of landscaping & refurbishment projects.
• As a licensed Qualified Applicator, direct other employees in the safe use of pesticides and keep accurate logs of chemical use.
• Respond to citizen, agency, and/or commission complaints and requests for information.
• Design and review landscape plans for new development and District projects; design and manage enhancement projects in the landscape assessment districts.
• Ensure inspection of assigned work areas to ensure work is performed to standards and specifications.
• Direct, monitor, and refine preventative maintenance and asset replacement programs.
• Supervise, train, direct, and evaluate subordinates.
• Ensure ongoing development of subordinates in the areas of: compliance, technical, safety, and supervisory training.
• Make presentations to the Board of Directors, staff, and public interest groups, as needed.
• Coordinate maintenance activities with other District departments and with outside agencies.
• Ensure retention of appropriate departmental records; prepare routine regulatory reports and correspondence; provide technical and professional support to operations and staff.
• Confer with purveyors, contractors, and government agencies (and their representatives) relating to environmental and operational activities and compliance issues.
• Maintain records of work performed and supplies used.
• Ensure compliance with all state and federal laws and regulations.
• Formulate, recommend, interpret, and implement District rules, policies, and procedures.
• Provide leadership and work with staff to ensure a work environment that supports achieving the District’s mission, vision, core values, plans, and objectives.
• Serve as staff liaison for various District or community-related committees and subcommittees as assigned by General Manager.
• Attend and participate in professional meetings; maintain awareness of new trends and developments in assigned areas; incorporate new developments as appropriate.
• Determine projects on a weekly, monthly, and yearly basis, including recommendations on District-wide projects.
• Be an integral team player, which involves flexibility, cooperation, and communication.
• Inform the General Manager of issues, updates, and other pertinent information in a timely manner.
• Responds to resident complaints and requests for information that cannot be handled at lower staff levels.
• In the absence of the General Manager, the Assistant General Manager will provide intermediate oversight of the Community Services section – recreation programming and outreach, and the Park Ranger Program – the law enforcement unit within the District.
Marginal Functions
• Will perform additional tasks as required and needed.
While performing any of the above duties, must be aware that he/she is acting as a representative of the District and must be public relations conscious.

Qualifications
Any combination of experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities is:
• Five years of increasingly responsible experience, including two years in a supervisory and/or management responsibility capacity. Competencies and experience must include performance measures, contract management, and budgetary work.
• Minimum of 10 years experience in law enforcement or related field and have an in depth understanding of law enforcement concepts in leadership, risk awareness/avoidance, criminal law, and criminal procedures.
• Must possess at time of hire, a Master’s Degree from an accredited college or university in Public Administration, Recreation Administration or a closely related field. Additional top executive administration in government may substitute for some of the education requirements.
Licenses/Certificate Preferred:
• Current, valid certificates for Playground Inspector, Qualified Pesticide Applicator License, and Certified Pool Operator certificate upon hire or ability to obtain within 6-12 months of employment; Additional certificates may be required after the initial year of employment.
Knowledge and Ability
Knowledge of:
• Contract and agreement administration/management.
• Planning, development, and execution of Capital Improvement Plan (CIP) projects.
• Record-keeping and report writing procedures.
• Basic accounting and operational budgeting functions.
• Current federal, state, and local laws and regulations that impact maintenance and operations, including Landscape Maintenance Development Districts (LMD’s) and Community Facilities Districts (CFD’s).
• Permitting, legal, regulatory, and technical requirements of parks, trees, and landscape management.
• Modern methods, materials, equipment, and tools used in the planting, cultivating, propagating, fertilizing, and trimming of trees, shrubs, flowers, and lawns.
• Plant pests and diseases and the methods for their control and eradication.
• Basic construction practices and equipment and repair methods used in various trades, including landscape/hardscape installation, carpentry, pipe fitting, painting, and concrete work.
• Maintenance and repair of light power equipment.
• Safe work practices.
• Public Administration concepts, theories, principles, methods, and practices including parks, recreation, community events, and leisure services programs.
• Microsoft Office including PowerPoint, Word, and Excel.
• General management and supervisory principles and practices including employee motivation, team building, and performance evaluation.
Ability to:
• Procure and manage maintenance and labor trade contracts and professional services agreements.

• Manage the performance of inspection and/or skilled tasks in park maintenance and refurbishment activities.

• Establish and maintain cooperative relationships with the public/community, and those contacted in the course of work, including negotiating with contractors.

Working Conditions
Environmental Conditions: Work is divided between indoors in temperature controlled environment and outdoors in heat, cold, and inclement weather while monitoring programs, facilities, maintenance, etc.; exposure to potentially hazardous chemicals, various colognes/perfumes, smoke, dust, wind, pollen, stinging insects; exposure to noise/vibrations from office machines; work may occur on uneven or slippery surfaces and around heavy construction equipment; work may be performed at significant heights.
Physical Conditions: Essential and marginal functions require maintaining physical condition necessary for driving and operating a variety of motor vehicles and machines; frequent periods of sitting, driving, walking, standing, and reaching; occasional or rare bending, pushing, pulling, stooping, lifting, climbing, kneeling, and squatting may be required; may need to climb a ladder or perform work at significant heights; use of hands to finger, handle, or feel objects, write, type, use telephone, and operate office machinery; close and distance vision; speaking; and hearing.

PART-TIME RECREATION LEADER
Definition
Under direct supervision, the Recreation Leader shall perform a wide variety of support duties involving the operation of Kids Kamp, youth and adult sports, recreation programs, activities, facilities, District bar facilities, teen center, skating rink, lake, and special events.
Duties will also include janitorial and light maintenance tasks and interacting with the general public.
Examples of duties
Duties may include but are not limited to:
1. Implement and/or modify recreational programs, activities, and special events.
2. Monitor and supervise program/activity participants and facilities to ensure safety.
3. Officiate various recreational sports activities.
4. Perform record keeping and basic clerical functions for the purpose of supporting recreation programs, activities, and special events.
5. Provide a high level of customer service.
6. Perform inventory, stocking, and facility organization.
7. Perform janitorial and light maintenance duties as assigned.
8. Conduct retail sales, process credit card transactions, operate cash register/point of sales system and prepare Daily Sales Reports.
9. Follow and enforce all Department of Alcoholic Beverage Control/State of California/Local Laws, Rules and Regulations for the sale of alcoholic beverages.
10. Check and verify customer’s identifications for alcoholic beverage sales, camping and fishing registration.
11. Setup and take down equipment required for facility rentals and recreational programs/activities.
12. Enforce building rules and regulations and program/activity rules and regulations.
13. Ensure that all facilities are locked and armed prior to leaving facilities.
14. Other duties as assigned.
Knowledge, Abilities, and Skills
Knowledge of:
• Working with the public. Youth and adult sports fundamentals, cash handling, customer service, youth and teen activities, janitorial duties, bartending skills, fishing, and outdoor activities are desirable.
Ability and Skill to:
• Patiently work with people of all ages and abilities.
• Respond to questions from the public and staff.
• Communicate clearly both orally and in writing.
• Maintain cooperative working relations with employees, supervisors, and the
public.
• Read and follow written and verbal instruction.
• Enforce District rules and regulations pertaining to the facilities, parks, programs, and activities.
• Lift up to 50 pounds.
• Climb a footstool or ladder for the purpose of retrieving goods/records.
• Perform duties of an emergency worker in the event of a natural or other disaster.
Minimum Qualifications:
Experience in recreation, sports, youth and adult programs/activities, working with people of all ages, retail, cleaning, fishing, outdoor activities, and high school diploma are desirable.
Some job duties may require employees to be either 18 years of age or older and/or 21 years of age or older.
License or Certificate:
Some job duties may require possession of a valid Class C California Driver’s License and a good driving record. Ability to obtain First Aid and CPR Certificates and TB Test clearance.

Definition
The Executive Assistant, under direction, performs a variety of complex administrative support duties requiring extensive knowledge of the assigned department, independently prepares correspondence, accepts payments, and provides customer service.

· Compose, type, format, proofread, and edit a wide variety of written materials.
· Organizes and maintains various administrative and confidential files and records.

Public Records Request
Processing Requests for Copies of Records
If you would like a copy of a specific record maintained by the Hesperia Recreation and Park District, please submit a Public Records Request via the “Requester Information” form. The request must describe the records in enough detail for the District to identify and locate the requested records.
When a copy of a record is requested and the record cannot be produced immediately, the District will determine whether they can comply within 10 days of receipt of the request.
Requests are also accepted via email, by mail, or in person. If the District cannot meet the 10-day requirement, they shall promptly inform the requester of their decision and the reasons for the decision. The initial 10-day period may be extended for up to an additional 14 days if the District needs additional time to search for documents, or if the request is voluminous. (Gov. Code section 6253[c][1-4])
Denied Request
If any of the records requested are not available for public inspection, the person making the request is entitled to a written response from the District explaining the reasons the inspection has been denied. The written denial shall be delivered or mailed within 15 calendar days after the District receives the request for inspection.
Fees
If a person requesting an inspection would like a copy of a public record, a reasonable fee may be charged and the District may request that applicable fees for copying public records be paid in advance, before the copies are made. A receipt indicating that the fees have been paid for making copies of public records will be provided upon request to the person requesting the copies.

Please visit Southern California Edison’s (SCE) Outage Center on their website www.sce.com to submit street light repair requests. Android and iPhone users may also access the Outage Center by downloading the My SCE App.
By reporting repair requests online, residents have the option to set up email, text message, or phone call notifications from SCE to stay updated on their requests. Whether or not updates are requested, a confirmation number will be provided, which is needed when calling SCE for a status update.
